WKSU Story…Citizens plan the future of NE Ohio

If you’d like to build an expressway that links Beachwood to Youngstown, you’ve had your chance to suggest it.

Groups of people have been gathering in cities around Northeast Ohio this week to make suggestions about the future growth of the region. It’s all being funded by a federal grant from the U.S. Department of Housing and Urban Development.

The Obama Administration is handing out grant money in hopes of saving much larger sums in the long run. The Partnership for Sustainable Communities is an effort by HUD, the U.S. Department of Transportation and the U.S. EPA. They’re hoping that better designed communities will mean less waste building new roads and housing developments while the old ones just crumble.

The Northeast Ohio Sustainable Communities Consortium has been asking locals how to do that this week. April 1 – May 2, sessions were held across Northeast Ohio.

The organization is made up of 33 members, all the major cities, counties and transportation or planning agencies in the 12-county region. It’s pretty clear by their projections of what Northeast Ohio would look like in 2040 that their biggest concern is that the region cannot afford to sprawl outwards while older houses, businesses and neighborhoods are abandoned. Jeff Anderle explained that NEOSCC is asking citizens where to put the resources.

“What should we be doing potentially in the future to create a more vibrant region? Given government resources being strapped, it’s very important we make wise investment with the tax dollars.

“Something like this takes some of the guesswork out of it and says, ‘What are the fiscal impacts of these choices and how governments work better and collaborate better just within the cities or counties where they are?”

So in a half dozen locations this past week, interested citizens have been hovering over maps, drawing out what they’d like to invest in or not.

A couple men in Akron objected to the word invest and said the free market should decide, that no one should tell private property owners how they can use their land. Consultant James Miner of the Boston-based Sasaki Associates planning firm suggested they imagine being a farmer who wanted to keep farming.

“Land rights are very important in this country. It’s something we do not want to violate. However, the free market has the ability to cause pressure on you as a farm owner because the growth of residential use in your community could reach your front door.“

This week the Sustainable Communities Consortium gathered about six-dozen maps that represent the land-use and transportation wishes of the people in attendance. Our ideas will be used to create alternative scenarios for the region and then presented at later town hall meetings.

Vibrant NEO 2040 and Scenario Planning

SCENARIOS are stories about the future.  They summarize likely future outcomes based on what we know about the present and what we know about how the world works.  Every weather forecast, for example, presents a scenario for the future, based on what meteorologists know about the current weather and what they know about how weather patterns develop. 

VibrantNEO 2040’s scenarios will tell stories about our possible futures, based on where Northeast Ohio is today and the choices we might make about how we use our land and how we invest our resources.  Once we create these scenarios, we will be able to compare how successful they are at achieving our common goals for the region, judge which choices would be best for Northeast Ohio’s future, and create a shared vision and framework for the future around those choices.

VibrantNEO 2040’s Scenario Planning 

Step 1: Where is Northeast Ohio today?

Every VibrantNEO 2040 scenario will start with measuring where we are now and identifying trends that may affect our future: These include what is happening with our population, how are we using land, what policies are we pursuing and enacting, what are we investing in, and many more factors. 

Step 2: What if we keep doing what we are doing now?

The first scenario VibrantNEO 2040 will develop is called “Business-As-Usual.” It outlines what Northeast Ohio’s future will look like if we keep doing what we are currently doing – what will our communities look like, how successful will our economy be, and how much will it likely cost us, if we keep our current policies and approaches to land use, transportation and development in place?

Step 3: What if we pursue different priorities?

Once we know what will happen if we keep doing what we are currently doing, we can begin to ask how the future might change if we start doing things differently.  What if we decide to protect certain types of land use or choose to make broadening the different types of housing options available to Northeast Ohioans our number one goal? Each of these choices could lead to a different scenario.

To know which scenarios to create, VibrantNEO 2040 is asking people from all across Northeast Ohio to participate in scenario-building exercises that will help make sure we are focused on the things Northeast Ohioans think are most important.  Working with the information gathered through these exercises and the other ways the public can participate, we will develop a small set of ALTERNATIVE scenarios about Northeast Ohio’s future to go along with the Business-As-Usual scenario.

 

Step 4: What scenarios lead to the best outcomes?

To judge the choices we make in the Business-As-Usual scenario and the other scenarios we develop, we will need to identify Scenario Indicators, which allow us to measure and compare trends and likely outcomes in the different scenarios.  These indicators will reflect Northeast Ohio’s priorities, will be easy to understand, will work across all the scenarios being reviewed, and will help show our region’s long-term health.  The indicators that we settle on will serve as a scorecard to rate the different scenarios.  Based on this scorecard we will be able to judge the results of the choices we might make.

Step 5: How should we prioritize our choices for Northeast Ohio?

In addition to knowing the likely results of the choices we make, we also need to know what our choices will cost, and how they might pay off.  For this, VibrantNEO 2040 will develop a detailed Fiscal Impact Analysis, which will allow us to explore the financial trade-offs we might have to make to achieve our goals for the region.  With our scenarios, indicators, and fiscal impact analysis in hand, VibrantNEO 2040 will challenge Northeast Ohioans to have a thoughtful, region-wide conversation about what we really value about our region and what we are willing to invest in those values.

Step 6: What does our preferred vision of Northeast Ohio’s future look like?

Knowing what we as Northeast Ohioans value and how we prefer to prioritize our region’s choices and investments, VibrantNEO 2040 will take what we have learned from its different scenarios – what worked best in each scenario in pursuing Northeast Ohio’s goals and priorities – and build a new scenario for the region that maximizes our outcomes.  This will be the final product of VibrantNEO’s Scenario Planning: Our region’s Preferred Scenario for its future.

WHAT’S NEXT?

VibrantNEO’s Preferred Scenario will represent the best path that Northeast Ohio can take to create the kind of future it wants for this region.  Once the Preferred Scenario is complete, VibrantNEO 2040 will turn to its next step of moving Northeast Ohio down this path: IMPLEMENTATION.

Over the past week our website, Facebook and Twitter traffic has been steadily increasing.  In light of this we thought it would be an opportune time to give a quick overview of our initiative. In terms of history, funding and organization you can visit our About pages.  What we want to cover today is more of the soul of the initiative.

NEOSCC IS OUR REGIONAL ADVOCATE FOR THESE VALUES/GOALS

NEOSCC is a regional coalition funded mainly through a HUD Sustainability Communities Grant to NOACA.  It is made up of diverse members from across the 12-county area, including local and county governments, businesses, and organizations from the planning, transit, and higher education sectors.

VIBRANT NEO 2040 IS THE VEHICLE TO ACCOMPLISH OUR REGIONAL GOALS

Vibrant NEO 2040’s goals are to design a framework to move us toward a more vibrant, sustainable and resilient future, and create a set of tools we can use to build that future.

 

VIBRANT NEO 2040 IS PLANNING FOR THE FUTURE, IN THE RIGHT WAY

Vibrant NEO 2040 is practical – we believe we are more likely to succeed by pooling our efforts than by going it alone.

Vibrant NEO 2040 will focus on finding genuine consensus, bringing all of us together on common ground. It will capture what is meaningful to the residents of Northeast Ohio to build a shared vision for our future.

Vibrant NEO 2040 will create opportunities for real problem solving across jurisdictional boundaries and solutions will be built to fit local situations. There are no one-size-fits-all answers to these questions.

Vibrant NEO 2040 will help Northeast Ohio secure the resources it needs by developing a clear vision and strategy linking our transportation needs to our new and existing job centers and workforce markets.

Hello and Welcome to the November issue of Vibrant NEO!

Thanks for your continued interest in NEOSCC and the Vibrant NEO 2040 Initiative. As we near the end of 2012, there is plenty Vibrant NEO 2040 activity around Northeast Ohio. We are in process of finalizing the selection of a planning firm to assist with development of the Vibrant NEO 2040 vision and framework.  A few facts about the planning process:

Who will be involved in the planning process? We will be engaging stakeholders throughout the region through different ways and methods.

How will the planning process be conducted? We will be conducting regional engagement using a scenario planning process that creates a shared vision.

What is our objective? We are focused on developing a framework to create a more vibrant, resilient and sustainable Northeast Ohio.

NEOSCC has also launched its regional analysis of impediments to fair housing choice study.

In our engagement efforts we have launched MPO/COG workshops as well as meetings with County Leadership Groups in each of the 12 counties:

December 5 – Eastgate COG Workshop – 9:00 – 11:00am @ Davis Center

December 5 – Mahoning County - 3:00 – 5:00pm @ Davis Center

December 12 – Ashtabula County - 3:00 – 5:00pm @Ashtabula County Commissioners Meeting Room

What Can I Do Today?

 

Engaging MPO’s in our Conditions and Trends

The image above is part of the  Vibrant NEO 2040 presentation that will be presented today at the first in a series of meetings with Northeast Ohio’s Metropolitan Planning Organizations/Council of Governments Board of Directors.  This morning at the Northeast Ohio Areawide Coordinating Agency (NOACA), we will be discussing the overall status of the project, the upcoming scenario planning process, project outcomes/products and engagement.

This conversation will be followed by brief roundtable discussions on four of our work streams:  Economic Development, Environment, Connections and Housing and Communities.   Utilizing the findings from the Conditions and Trends Platform, we hope to engage local leaders in exploring the following:

  • What do these findings mean to you and your community?
  • What do these findings mean to the region?
  • What else do you need to know about your community?
  • What else do you need to know about Northeast Ohio?

Over the course of the next month, we will be holding similar meetings with the other MPO’s and COG’s as well as leadership meetings within each of the 12 counties.  All of this is in preparation for the scenario planning process which we will be launching in 2013.
