AMATS, the Akron Metropolitan Area Transportation Study, is one of the four Metropolitan Planning Organizations involved in Vibrant NEO 2040 that we discussed in our post last week.  One of their many initiatives is the Connecting Communities program which “is designed to provide communities with funding to develop transportation plans that will lead to the identification of projects eligible for AMATS funds.” The Connecting Communities grant program was a recommendation from  AMATS’s Connecting Communities Planning Initiative (link is to a large pdf file) in 2010.   The purpose of Connecting Communities – A Guide to Integrating Land Use and Transportation is to promote a region that balances environmental, social and economic concerns by improving coordination between land use and transportation. As a stakeholder in Northeast Ohio, you and your input can help to guide our region, to preserve and build upon the things we value most and ensure our communities thrive. Our organization, the Northeast Ohio Sustainable Communities Consortium (NEOSCC), which is a collaboration of 33 organizations from across the 12-county Northeast Ohio region, understands and shares this responsibility. To help Northeast Ohio leaders and residents ensure that our region is sustainable, resilient, and vibrant, we have created a tool to help us better understand the existing conditions of our region. This tool is the NEOSCC Conditions and Trends Platform, located online at cat.neoscc.org. As two of the most significant expenses in our personal lives, housing and transportation cost can play a key role in our quality of life and where we choose to live.  Over the last few years a new tool has been developed by the Center for Neighborhood Technology to analyze some of these costs relative to income and geography. To integrate this way of thinking into the choices and decisions made by home buyers, renters, urban and transportation planners, and developers, CNT and our collaborative partner, the Center for Transit Oriented Development (CTOD), developed a groundbreaking tool, the Housing + Transportation Affordability Index, that measures the true affordability of housing choice-by factoring in both housing and transportation costs in a neighborhood. Throughout Northeast Ohio, different organizations are integrating sustainability into their approaches to planning, operations and decision-making. As part of a recent Energy Efficiency & Conservation Block Grant, Stark County Regional Planning Commission (SCRPC) created the Sustainable Planning and Zoning Handbook.  Created in 2011, SCRPC developed a tool that provides principles, examples and approaches to planning and zoning. The spreading out of Northeast Ohio’s population has occurred in tandem with an increase in lower density development. The options for meeting the transit needs of residents from areas of low-density development are different from residents from high-density areas. Public transit is most effective and efficient when serving high-density areas. Transit in low-density areas requires more routes to reach fewer riders. As a result, lower density development leads to an increased dependence on private automobiles. Daily Vehicle Miles Traveled, 2000-2010 These maps show by county how the daily vehicle miles traveled (DVMT) by Northeast Ohio’s residents have changed from 2000 to 2010. DVMT increased sufficiently to move four counties – Medina, Wayne, Summit, and Stark counties – into higher categories of miles. In 2000, only Cuyahoga County experienced more than 15 million daily vehicle miles traveled.  By 2010, Summit County had joined Cuyahoga County in the highest category of DVMT. Only Geauga…

NEOSCC counts numerous Public Housing Authorities among its membership.  Shawna Daugherty of Cleveland Metropolitan Housing Authority prepared a NEO 101 Series presentation on “What is a Public Housing Authority?” to educate our board on the different aspects of PHA’s.  Here are a few facts: Public Housing Authorities (PHA)provide housing and rental assistance to low-income families through two programs: Public Housing With this method, the PHA owns and manages properties. Approximately 1.2 million families reside in public housing around the country. Properties range from single family homes to high-rise apartments. Housing Choice Voucher Program (Section 8) This method allows families to use a voucher anywhere a landlord is willing to accept it. The housing authority will subsidize the rent and utilities. Voucher programs serve about 3 million families nationwide. Beyond these core services, PHA’s offer a variety of ancillary community services in support of their housing developments. There are a number of community partners…

As part of the Vibrant NEO 2040 planning process, NEOSCC is conducting a regional analysis of impediments to fair housing choice (often called a Regional AI).  Western Economic Services –  is helping us craft a useful Regional AI for all of the communities in our 12-county region. Working with Western Economic Services, we have created two surveys to help gauge the status of fair housing in our communities.  If you are involved in the housing industry please take some time to complete the survey. The Northeast Ohio Sustainable Communities Consortium is only one of a number of Sustainable Communities grantees. Recently, the U.S. Department of Housing and Urban Development published profiles describing some of the work other recipients are doing.   “Every now and then you’ve got to ask the hard questions.  The one we choose to ask is: How will the Southeast Florida Region evolve over time to ensure that the development of the knowledge-based economy of the 21st   century provides opportunity for the inclusive participation of all of the region’s residents?”  – Dr. Mark B. The Cincinnati Streetcar is an electric mode of transportation operating in its first phase on a 3.6-mile loop connecting key communities in the city’s urban core. The streetcar will be a vital complement to the city’s existing Metro and other transportation systems. The vision remains to create a streetcar system that spurs development and is part of a larger multimodal transportation system that links areas outside the downtown core and throughout the region. Each streetcar will hold about 165 passengers and will easily accommodate wheelchairs and bicycles. The streetcar is expected to generate 3,700 trips per day, and it will provide residents using the bus system with more accessibility options. By creating denser, mixed-use development with a population that is less reliant on automobiles, the streetcar will reinforce the walkability of the City. Whether travelling to work, school, shopping, restaurants or social activities, all residents will find use for the streetcar. The…

Grist.com recently reported on the crusade against blight in areas of northeast Ohio like Youngstown and Cleveland.  “Good samaritans in Ohio may be getting a reprieve from potential misdemeanor charges. Today the state House is voting on a bill that would allow people to clean up vacant, blighted properties without fear of a trespassing charge. This measure essentially gives residents more power to improve their neighborhoods, harnessing NIMBY instincts for good. From The Columbus Dispatch: Some residents hesitate to take care of the properties around them because they risk trespassing charges, said Tiffany Sokol, office manager of the nonprofit Youngstown Neighborhood Development Corp., which boards up and cleans up vacant properties. The bill would allow individuals to clean up blighted land or buildings that have clearly been abandoned. “Very ugly, nasty places,” [said Sen. Joe Schiavoni (D), the bill’s sponsor]. “These properties are an eyesore, a danger to their neighbors.” The Rust Belt…

In our work at NEOSCC, we are guided by six Livability Principles from The Partnership for Sustainable Communities (an interagency partnership between the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Transportation (DOT), and the U.S. Environmental Protection Agency (EPA)).  One of the principles is to ‘support existing communities’.  This principle is said to target federal funding toward existing communities—through strategies like transit-oriented, mixed-use development and land recycling—to increase community revitalization and the efficiency of public works investments and safeguard rural landscapes.  The EPA recently released a report examining residential construction trends in America’s metropolitan regions.  The report finds that nearly three out of four large metropolitan regions saw an increased share of new housing development in previously developed areas during 2005-2009 compared to 2000-2004. Known as infill housing, this type of development provides economic and public health benefits to metropolitan areas while protecting the local environment. …

Over the next 6 months, Cleveland’s Bike Share Task Force will be taking a look at the feasibility of bike sharing and reviewing recommended business models for operating a system in the city. Building off of recent momentum in cycling and complete and green streets, the Mayor’s Office of Sustainability issued a Request for Proposals in autumn 2012 and has contracted with Toole Design Group (TDG) as the lead consultant for this project. Bike Share Task Force: In anticipation of the feasibility study, the Bike Share Task Force formed to provide a platform to advise the project and to assist with stakeholder engagement.
